European representatives may attend the planned Ukraine talks in Abu Dhabi in November, but may not participate in the negotiations. Kremlin adviser Yuri Ushakov said this, according to NRK.
The representatives may only have contact with Ukraine and the US, not Russia.
Kremlin spokesperson Dmitry Peskov says at the same time that European participation will be needed at some stage of the peace negotiations.
