Finnish recycling industry warns of EU export restrictions

The European Commission’s proposed export restrictions on metal scrap risk undermining the profitability of recycling and hampering investment in the circular economy, according to the Finnish industry association Kierrätysteollisuus.

As of 21 May 2027, exports of non-hazardous waste to countries outside the OECD will be restricted. Of the 32 applicant countries, more than 20 have applied to receive metal scrap, but the Commission’s proposal allows such exports to only five countries.

The organisation warns of lower export revenues, reduced recycling rates and delayed investment in technology for recycling critical raw materials.

In Finland, around 90% or more of almost all industrial metals are recycled.

Kierrätysteollisuus urges the EU instead to strengthen demand for recycled raw materials and improve the competitiveness of European industry.
